GENESIS 9:11 | 11 I establish my covenant with you, that never again shall all flesh be cut off by the waters of a flood, and never again shall there be a flood to destroy the earth.”

 Universal in scope, because it includes all of creation, unlimited in time because it endures throughout all generations, the covenant with Noah is unconditional in character. There are no conditional clauses attached! Unlike the later Mosaic covenant, with its curses and blessings, and its rules that must be obeyed lest dire consequences ensue, this covenant cannot be undone or reversed or abandoned. God is for his creation, unequivocally. There will never again be a cataclysm that destroys life entirely. Tragedy and chaos and death can never again prevail. God makes a promise to the entire cosmos without reservation. The ultimate word he speaks to his erring creatures is life and relationship, not death and isolation.
