Some humility roots in the complexity that besets political problems. One example is the difference between national and international issues. National political disputes take place against a background of laws within a framework of constituting rights and principles. International conflicts take place in the “anarchical society,” a realm where there is no overarching authority with a monopoly or force and no universally agreed ideas about justice and rights. There are elements of international society embodied in law and agreements, but they exist within a realm of competition and conflict, where power is constrained by countervailing force. The stakes are higher in international politics where war and national survival are risks.
Our traditions of democracy and law do not predominate worldwide, and dealing with authoritarian regimes requires statesmen and women who are as not only “innocent as doves” but “wise as serpents.”
Pray for our national leaders, allies, and for our international opponents.
