EXODUS 18:21-22 | 21 You should also look for able men among all the people, men who fear God, are trustworthy, and hate dishonest gain; set them as officers over thousands, hundreds, fifties, and tens. 22 Let them sit as judges for the people at all times; let them bring every important case to you but decide every minor case themselves. So it will be easier for you, and they will bear the burden with you.
The last thing Jethro did was offer a solution—and what a solution! In these verses there is a whole theory of management and a theology of work. Good leaders empower other leaders, multiplying their own impact. Jethro recommends, for the sake of efficiency, a division of labor after a search and evaluation of potential leaders. He wants Moses to delegate and recognizes not only the limitation of a too centralized approach, but the very real truth that other people besides Moses are called and equipped to lead. The skill diffusion among the people is already present, wanting to be activated. Overly dominant micro-managing leaders are inefficient and they also squash other’s gifts.
